God says the shepherds of Israel have failed. So he himself will go and seek his sheep, and he will set up one shepherd over them: 'my servant David'.

When Jesus says 'I am the good shepherd', his listeners knew Ezekiel 34. In that text it is both God himself and 'David' who is the shepherd. Jesus claims both roles.
