The Redeemer will come to Zion, to those in Jacob who turn from their rebellion, declares the LORD. And this is my covenant with them: my Spirit, who is on you, and my words will not depart from your mouth.
Paul quotes this text at the end of his long argument about the future of Israel: and so all Israel shall be saved. He follows the Greek translation, and you can see it in the King James: Isaiah says 'to Zion', Paul says 'out of Sion'. What 'all Israel' means, and when it happens, is one of the most discussed questions in the interpretation of Romans. For Paul, God's faithfulness to Israel is not over with the coming of Jesus: the Redeemer is Israel's Messiah.
