But in your hearts sanctify Christ as Lord. Always be prepared to give a defense to everyone who asks you the reason for the hope that is in you. But respond with gentleness and respect.

Do not fear what this people fears, and do not be terrified. The LORD of Hosts is the one you are to regard as holy; he is the one you are to fear. He will be a sanctuary, and a stone to stumble over.
Isaiah urges the people not to panic about political threats, but to fear God. Peter takes over the words almost literally for believers who are being persecuted, with one change: sanctify Christ as Lord in your hearts. Honest to know: the King James, following later manuscripts, reads 'the Lord God' here; the oldest manuscripts have 'Christ as Lord'. And straight after: be ready always to give an answer to every man that asketh you a reason of the hope that is in you, with meekness and fear. Peter also applies 'the stone of stumbling' from the same text to Jesus (no. 32).
